In fact, I almost thought the illustrations were screencaps of the cartoon I'm looking for. The only different is that the ruler and his sidekick look much younger in the cartoon than the illustrations. I initially speculated that the cartoon is European and was made around 1990s-early 2000s, judging from the time I first saw it.
One of the earliest cartoons I remember watching. Used to show on UK TV in the late 80s or very early 90s. The end credits played over a character running (almost from a side/profile view) and then they'd come to stop at a cliff or hill's edge and look out on a night sky (possibly).
