Mid build has better early spikes, also lethality mildly scales with champion levels. Mid you want to impact early- not to be ruined late by your double ADC comp. I sometimes go PTA as well with them if enemy team has tanks and the exposure damage from PTA can work out against them (when you also have some pen items too). I say both keystones are fine and is like a personal preference so to speak.
